1. When we measure without processing (in step 1), the sample is an electrode and an adjacent electrolyte. The impedance of such a sample will include not only the active resistance of the electrode and the electrolyte (and, of course, the wires), but also the capacitance of the double electric layer at the metal-electrolyte interface, which will be significant due to the small thickness of these layers.
Therefore, measuring the impedance of a raw sample makes sense.
2. Yes, the device is "home-made".
